Today, in the modern world, energy saving is an integral part of the life of a civil society.This includes taking care of your health, saving money and living comfort.But one of the most important (global) characteristics of energy saving is protecting the environment from negative impacts.
Energy saving concept
The very concept of “energy saving” began to be used in many countries a long time ago, in the Soviet period.Today, energy saving is characterized by the conceptual apparatus contained in the main federal law “On energy saving and increasing energy efficiency and on amendments to some legislative acts.
Energy saving is based on an energy resource as an energy carrier that can be used in any activity.
The Federal Law on Energy Saving also introduces the concept of "secondary energy resource", i.e. an energy resource obtained as a result of any technological process not aimed at energy generation.
Energy saving is any activity aimed at reducing the volume of use of energy resources without compromising the main function of their use.
Despite the extreme precision of the definitions, confusion often arises between the concepts of "energy saving" and "energy efficiency".In this regard, this section provides a definition of the latter.
Energy efficiency is a certain set of characteristics that reflect the relationship between the effect of the use of energy resources and the costs of the energy resources themselves.Energy saving efficiency is characterized, among other things, by the energy efficiency class, which reflects the degree of usefulness of a product in terms of energy saving.To determine energy efficiency, specific energy investigations are carried out.
Two living areas, at the rate of 95 kWh per 1 m22.In this regard, changes have been introduced which have led not only to the regulation of energy consumption, but also to the application of specific energy efficiency solutions in residential and public building projects.
Currently, various high energy efficiency solutions are used in residential buildings and social buildings (nurseries, schools, etc.):
- Devices for automatic measurement of the flow of hot water and coolant in the heating system are used.
- Battery-powered controllers are used, allowing each resident to adjust the temperature in the room at their own discretion.
- The pipes are insulated to reduce heat losses.
- Ventilation units with heat recovery system are used.
- The building envelopes include high-quality insulation and three-chamber double-glazed windows.
In addition to standardizing building design, some measures have been developed to stimulate the construction of energy-efficient housing.For example, there are tax breaks for owners of energy-efficient buildings:
- Properties with a high energy efficiency class are not included in the tax base for three years from the registration date.
- It is possible to double the depreciation of this property.
Tariff incentives are also used as a method to motivate rational consumption of energy resources by city residents.
State information system on energy saving
The State Information System (GIS) “Energy Efficiency” is a center for the accumulation of all information on energy saving.Designed for the population of the country, legal entities, civil servants.In addition to informing about new energy-efficient solutions, achievements of modern innovators, helping companies and private homeowners reduce energy consumption, this platform is also used by government services to collect information on the energy consumption of budget organizations.
This last function is implemented through the module “Information on energy saving and increasing energy efficiency”.Here, budget organizations and municipalities fill out energy consumption declarations online using the following data:
- Energy passport.
- Organization charter.
- Organizational staff table.
- Invoices for fuel and energy resources.
- Building technical passport and BTI data.
This energy saving module saves resources for organizations that are required to report to federal authorities on energy resource expenditures, and also provides government agencies with the ability to quickly and thoroughly analyze and draw conclusions about changes in the country's energy policy.
